Editor's note: CMMC has been updated several times since this post was first published, most recently when the Department of War suspended Phase 2 in July 2026. We have also rebranded: Intech Hawaii is now Intech Pacific. We updated this post in October 2026 to reflect the current state of the program. For the latest information, see our CMMC Overview and our CMMC Calendar.

For contractors in Honolulu, across Hawaii, and in Guam, choosing the platform for Controlled Unclassified Information (CUI) is a compliance decision, not only a technology decision. The wrong choice can lead to failed assessments, months of rework, and contracts at risk. The right choice simplifies the path to CMMC Level 2 and gives assessors what they need to see. I get asked about GCC High in Honolulu more than almost any other platform question. My answer starts with this: Microsoft 365 can be used to achieve CMMC Level 2 compliance when it is paired with PreVeil Gov Community. Microsoft Azure Government with Microsoft 365 GCC High is the right choice when you handle ITAR or NOFORN data, or when your contract or prime requires it. This post explains where Azure Government and GCC High fit, and how we build enclaves on them.
The Landscape: What Are Your Options?
Contractors usually compare five platforms for CUI:
- Microsoft 365 Commercial
- Microsoft 365 GCC
- Microsoft 365 GCC High on Azure Government
- AWS GovCloud (US)
- Google Workspace, including Google Assured Workloads
Each can play a role. The practical differences show up in how much additional tooling you need, how easily you can produce evidence, and how well the platform matches the restrictions on your data.
Can Commercial Microsoft 365 Support CMMC Level 2?
Yes, when it is paired with PreVeil Gov Community. Microsoft does not extend its DFARS 7012 commitments to commercial Microsoft 365, so CUI should not sit in a commercial tenant by itself. With PreVeil, staff use commercial Microsoft 365 for everyday email and files, and CUI is stored and shared in PreVeil, which works alongside Outlook and File Explorer.
The cloud requirements are contractual and practical. DFARS 252.204-7012 requires cloud services that handle CUI to meet FedRAMP Moderate or equivalent and to support the clause's incident reporting, malware submission, media preservation, and forensic access obligations. Microsoft makes its DFARS 7012 commitments for its government clouds and makes no DFARS 7012 claim for commercial Microsoft 365. GCC and GCC High are FedRAMP authorized, and Microsoft positions GCC High and Azure Government as its primary 7012 offerings. PreVeil states that PreVeil Gov Community is FedRAMP Moderate equivalent, supports DFARS 7012 paragraphs (c) through (g), uses FIPS 140-3 validated cryptographic modules with end-to-end encryption, and hosts data in AWS GovCloud.
PreVeil does not make a company compliant on its own. The users, devices, and processes that touch CUI are still in scope and still have to meet NIST SP 800-171. Your System Security Plan must describe how CUI flows between Microsoft 365 and PreVeil. The most common mistake I see is CUI sitting in a tenant that was never configured, documented, or monitored for it.
An earlier version of this post said commercial Microsoft 365 lacks FIPS 140-2 validated encryption and is "automatically non-compliant." That overstated the issue. The real issue is that Microsoft does not extend its DFARS 7012 commitments to commercial Microsoft 365, which is why we pair it with PreVeil. GCC High remains the right fit when your data is export-controlled.
When Do You Need GCC High Instead of Microsoft 365 With PreVeil?
You need GCC High when your data restricts who can access it. GCC High adds U.S. sovereign infrastructure on Azure Government and operation by screened U.S. persons. That is what makes it the right fit for ITAR technical data, export-controlled data with foreign person restrictions, and CUI marked NOFORN. We do not recommend PreVeil for ITAR or NOFORN data.
If your CUI does not carry those restrictions, Microsoft 365 with PreVeil Gov Community is enough, and you avoid a GCC High migration. For a full comparison, see Does CMMC Require GCC High?.
What Makes Azure Government and GCC High Different
GCC High runs within Azure Government, a separate cloud for U.S. government workloads. Key characteristics:
- S. data centers, isolated from Microsoft's commercial cloud.
- Operational access limited to screened U.S. persons.
- A separate identity layer: Microsoft Entra ID in the government cloud.
- FedRAMP authorization and Microsoft's DFARS 7012 commitments.
- Eligibility validation before purchase.
Azure Government adds infrastructure services in the same boundary, including virtual machines, virtual desktops, and storage. That lets you build the desktop, the file storage, and the security stack for an enclave inside one government cloud.
The Integrated Security Stack
The strongest argument for Microsoft's clouds is integration. Productivity, identity, endpoint security, data protection, and compliance tracking sit in one boundary and map to NIST SP 800-171 families. Most of the same stack is available in commercial Microsoft 365 for contractors who pair it with PreVeil instead of moving to GCC High.
Identity and access control. Microsoft Entra ID provides conditional access, MFA, privileged identity management, and role-based access. These address much of the Access Control (AC) and Identification and Authentication (IA) families.
Endpoint management. Microsoft Intune enforces compliance baselines, restricts access to managed devices, and confirms encryption. Intune compliance policies act as a gate: a device that fails the baseline cannot start an Azure Virtual Desktop session.
Threat protection. Microsoft Defender provides endpoint detection and response, email security, and identity threat detection in the same compliance boundary. See our Managed Cybersecurity services.
Data protection and classification. Microsoft Purview provides sensitivity labels, data loss prevention, eDiscovery, and audit logging. These help label CUI, stop it from leaving the enclave, and keep the audit trail assessors ask for.
Compliance tracking. Microsoft Purview Compliance Manager includes NIST SP 800-171 and CMMC assessment templates with a score and task list. It is useful for ongoing monitoring and evidence collection. It does not replace a gap assessment or your System Security Plan.
How Google Workspace Compares
Google Workspace can be configured for CUI, and Google Assured Workloads adds controls aimed at government and export-controlled data. In our experience, a Google-based CUI program needs more third-party tools for functions that are built into the Microsoft government clouds, such as endpoint management, sensitivity labeling, and compliance tracking. Each added tool is another contract, another integration, and another set of evidence. Google has no direct equivalent of a GCC High tenant, so confirm with Google and your prime how ITAR or NOFORN data would be handled.
How AWS GovCloud Compares
AWS GovCloud (US) is a strong option for infrastructure workloads such as custom applications, databases, and engineering systems, and AWS supports ITAR workloads there. It does not include a productivity suite, device management, or a unified end-user security stack. A common pattern is GCC High for email, collaboration, and endpoints, with AWS GovCloud for specialized workloads. For the core enclave that users work in every day, Azure Government and GCC High are more complete.
GCC High in Honolulu, Hawaii, and Guam: How We Build Enclaves
We build CMMC enclaves on Azure Government and GCC High for contractors in Honolulu, across Hawaii, and throughout the Pacific, including Guam. Our standard architecture:
- Azure Virtual Desktop (AVD): the enclave access point. CUI stays in the cloud, not on local devices, so a lost laptop does not carry CUI with it.
- Microsoft 365 GCC High: Exchange Online, SharePoint, Teams, and OneDrive inside the boundary.
- Microsoft Intune: only managed, encrypted, patched devices can start an AVD session.
- Microsoft Defender and Purview: endpoint detection and response, data loss prevention, and audit logging.
- Network segmentation and documentation: the boundary, inventory, data flows, and System Security Plan that tie it together.
A typical enclave is small: a handful of office staff who handle CUI correspondence and a few engineers who work on CUI drawings. For Guam contractors, this design matters even more. Hardware takes longer to arrive and costs more, and a cloud-hosted desktop reduces how much CUI infrastructure has to live on island.
Cost: The Real Picture
GCC High licensing costs more per user than commercial Microsoft 365, GCC, or Google Workspace. Total cost of ownership matters more than the license line, and cost is usually the second question in any CMMC Honolulu platform conversation, right after which cloud is required. The Microsoft government clouds include identity, device management, endpoint protection, email security, data loss prevention, labeling, eDiscovery, audit, and compliance tracking that other platforms often require you to buy and integrate separately. For small enclaves, the per-user premium is often offset by fewer third-party tools and less administrative work.
For a broader view, I tell clients that a 50-person organization doing CMMC across the enterprise should expect about $100,000 to implement, about $75,000 for a C3PAO assessment, and $50,000 to $100,000 per year to maintain. An enclave reduces those numbers by reducing scope. Ongoing Managed IT Services can reduce the operational load.
The Bottom Line
No platform is a silver bullet. Scoping, architecture, training, and documentation are still your responsibility. The platform determines how much of that work is streamlined. Azure Government and GCC High are the right foundation when your data requires U.S. sovereign handling. When it does not, commercial Microsoft 365 paired with PreVeil Gov Community gives you the same integrated stack at lower cost, with CUI kept in PreVeil.
The July 2026 Phase 2 suspension does not change this. DFARS 7012's cloud requirements and NIST SP 800-171 still apply, and C3PAOs still conduct voluntary Level 2 assessments.
